Parliament, Monday 11 November 2019 – Economics Cluster Ministers are scheduled to appear in the National Council of Provinces (NCOP) plenary sitting tomorrow to provide oral replies to questions from Members of Parliament. The Ministries that fall under Cluster 4D (Economics) includes Finance, Public Enterprises and Small Business Development.

Section 92(2) of the Constitution obliges Cabinet Ministers to account to Parliament for the exercise of their powers and performance of their functions. Questions for oral reply sessions are one of the ways Parliament holds the Executive accountable.

The National Assembly (NA), on the other hand, is scheduled to – amongst others – decide on whether to (in terms of section 231(2) of Constitution, 1996) approve the Convention establishing the Square Kilometre Array (SKA) Observatory, pay tribute to the Springbok Rugby Team, and debate a Draft resolution on Condolences for former President of Zimbabwe Robert Mugabe by Mr. Julius Sello Malema. The sitting will also consider Budgetary Review and Recommendation Reports of the PC on Employment and Labour, the PC on Home Affairs, the PC on Communications, the PC on Transport, and the PC on Health.

Both sittings of the NCOP and the NA are scheduled for 14h00 tomorrow.
