Parliament, Monday, 08 May 2017 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (Cogta) will tomorrow (Tuesday 09, May 2017) receive a briefing from the Department of Cogta on the Traditional Leadership and Governance Amendment Bill. The meeting will take place in Committee Room S35, First Floor, NCOP Building, from 09:30.

The Amendment Bill seeks to address challenges related to the implementation of some of the provisions of the principal Act. In terms of the Traditional Leadership and Governance Framework Act of 2003, tribal authorities had to be reconstituted as traditional councils within a certain timeframe; kingship and queenship councils had to be established within a certain timeframe and community authorities had to be disestablished within a certain timeframe.

According to the Department, these timeframes were not always met, which means that the enabling provisions can no longer be used to achieve the establishment or disestablishment of the various structures. As such, it was necessary to propose technical and operational amendments to the principal Act.  

Also tomorrow, the Committee will begin deliberations on the report of the Traditional and Khoi-San Leadership Bill public hearings. In March this year, the Committee concluded its nationwide consultation programme, soliciting public views on a Bill that seeks to provide for statutory recognition for the traditional leadership of the Khoi and San people, among other things.
