Parliament, Wednesday, 9 December 2020 – The National Council of Provinces (NCOP) today passed the Second Adjustments Appropriations Bill at its last virtual plenary sitting for the year. The Bill was passed by the National Assembly last Friday and sent to the NCOP for concurrence.

The Bill is a sequel to the tabling of the Second Adjustments Appropriation Bill on 28 October 2020 during the presentation of the 2020 Medium Term Budget Policy Statement in Parliament by the Minister of Finance. The Money Bills and Related Matters Act, No. 9 of 2009 (As amended) requires the tabling of a national adjustments budget by the Finance Minister as envisaged in section 30 of the Public Finance Management Act of 1999.

The NCOP Plenary sitting also considered and adopted a Committee report on Select Committee on Appropriations on the proposed Division of Revenue and the conditional grant allocations to Provinces and Local Government.

The NCOP concluded its business for the year with farewell speeches.
