Parliament, Monday, 8 June 2026 – The Standing Committee on Public Accounts (SCOPA) and the Portfolio Committee on COGTA will, on Wednesday, receive a briefing from the City of Johannesburg Metropolitan Municipality on its audit outcomes for the 2024/25 financial year, as well as the steps being taken to address and correct the audit findings.

The metro received a qualified audit opinion with weaknesses in control and reporting that led to material misstatements. Underlying deficiencies in leadership, internal controls and review processes also remain unresolved.

The committees are expected to seek clarity on the metro’s response to the audit findings and the corrective measures implemented. Members will also seek clarity on how the metro is managing and investigating irregular, fruitless, wasteful and unauthorised expenditure. The audit report showed that the core municipality recorded R2.37 billion irregular expenditure during the 2024/25 financial year. During the same period, approximately R2.90 billion in irregular expenditure was written off.

The committees will also receive an update on Special Investigating Unit investigations involving the municipality.
