Parliament, Tuesday, 23 November 2021 – The National Council of Provinces (NCOP) will tomorrow, Wednesday 24 November at 14.00, in a hybrid plenary sitting consider the Second Special Appropriation Bill. The Bill was passed by the National Assembly (NA) last week and sent to the NCOP for concurrence. NCOP delegates will conclude their business for the day with a debate on the position of state-owned enterprises, as they are the primary catalyst for growth and development in South Africa.

Meanwhile, the National Assembly (NA) will hold an oral questions session with the six Peace and Security Cluster Ministers in its hybrid plenary sitting at 15.00. The cluster comprises Ministers responsible for Defence and Military Veterans, Home Affairs, International Relations and Cooperation, Justice and Correctional Services, Police, and State Security.

Parliament uses a range of instruments to scrutinise and oversee executive action. Section 92(2) of the Constitution stipulates that Cabinet Members are accountable collectively and individually to Parliament for exercising their powers and performance of their functions.
