Parliament, Sunday, 01 March 2020 – Public Hearings of the Ad Hoc Committee to initiate and Introduce Legislation Amending Section 25 of the Constitution in order to allow for the expropriation of land without compensation, Plenary sittings of the National Council of Provinces and National Assembly, Oral Questions to the Deputy President, Mr David Mabuza and Committee meetings are matters before parliament this week.

A delegation of the Ad Hoc Committee to Initiate and Introduce Legislation Amending Section 25 of the Constitution to allow for the expropriation of land without compensation kick-started its series of public hearings in two provinces, Mpumalanga and Free State on Friday. Today they conclude the first round of hearings. The Free state delegation will hold its hearings at Kagisanong Hall, Rocklands, Bloemfontein at 11:00 while the Mpumalanga delegation will be at Mayors Parlour, at Gert Sibande District, Emerlo at 11:00. The committee will then proceed with the second leg of public hearings in North West and KwaZulu Natal from Thursday 5 March to Sunday 8 March.

The National Council of Provinces will host a two-day Committee’s Strategic Planning Session on Tuesday, 3 March and Wednesday 4 March. Among key issues to be discussed at the session, is clarifying political priorities for the NCOP in the 6th Parliament and the year ahead. Clarity will also be given on the role of Committees in getting Parliament to achieve its mandate.

Meanwhile, the Minister of Higher Education, Science and Technology, Blade Nzimande will on Tuesday deliver a statement on the state of readiness for the 2020 academic year to the National Assembly at 14:00. At the same sitting, the NA will have second reading debates on the Air Traffic and Navigation Services Amendment Bill and the Airports Company Amendment Bill. There will also be consideration of the Border Management Authority Bill.

The Air Traffic and Navigation Services Amendment Bill and the Airports Company Amendment Bill were considered by the Portfolio Committee on Transport in the 5th Parliament. The Bills were placed before the National Assembly for second reading debates but were not considered at the time because the term of the National Assembly ended. They were then revived and referred to the Portfolio Committee on Transport in the 6th Parliament.

Oral Questions to the Deputy President are scheduled in the National Council of Provinces on Tuesday, 3 March while Cluster One Peace and Security Ministers, comprising of Ministers of Defence and Military Veterans, Home Affairs, International Relations and Cooperation, Justice and Correctional Services, Police and State Security will answer questions in the National Assembly on Wednesday, 4 March.

A debate on the coronavirus and the readiness of South Africa to deal with the pandemic is scheduled in the National Assembly on Thursday, 5 March. This follows the outbreak of the virus in China which has affected about 80 000 people globally and killed about 2 700.

Among parliamentary committee meetings scheduled, is a briefing by Parliamentary Budget Office and the Financial and Fiscal Commission on the 2020 Budget to the joint meeting of the Standing Committee on Finance, Standing Committee on Appropriations, Select Committee on Finance and Select Committee on Appropriations on Tuesday, 3 March 2020.

There are 31 Committee meetings scheduled this week.
