Parliament, Tuesday 10 September 2019 – Deputy President David Mabuza will be in the National Council of Provinces (NCOP) tomorrow, Wednesday 11 September 2019 for oral replies to questions by delegates to the House. This will be the Deputy President’s first session in the NCOP since the establishment of the 6th term of Parliament.
Parliament uses a range of instruments to hold the Executive accountable, which include putting questions to the Deputy President of the Republic of South Africa. Section 92(2) of the Constitution stipulates that Cabinet Members are accountable collectively and individually to Parliament for the exercise of powers and performance of their functions.
The six questions to the Deputy President scheduled for tomorrow's sitting cover a range of matters including:
- Whether or not government has developed any strategies to revitalise and bolster provincial economies in order to create jobs and economic opportunities; what programmes are in place to address the high rate of unemployment especially of among young people;
- What programmes and interventions have been budgeted for in the 2019/20 financial year to assist land reform beneficiaries after settlements
- What is being done to improve municipalities that are currently under administration and whether any mechanisms are in place to ensure that government departments, entities and institutions in the three spheres of government settle debts among them within 30 days and what action is taken against those who continuously fail to settle their debts in time where there are clear indications of ineptitude
