Parliament, Wednesday 8 March 2017 – Deputy President Cyril Ramaphosa is scheduled for a second oral question session from Members of Parliament in the National Assembly Chamber on Thursday 9 March 2017. It will be for the second time since 1 March that Deputy President will be answering questions after the National Assembly agreed to suspend Rule 139 (1) and Rule 139 (6) for the purpose of scheduling this question session.

The rules of the National Assembly provide that the Deputy President must appear before the House for oral replies once each month when the House is in session in accordance with the annual programme of the Assembly. Due to the congestion of the programme of the House during the month of February, the earliest opportunity for Deputy President to appear for a question session was only in March.

The procedure for putting questions to the Executive is one of the ways in which Parliament holds the Executive accountable. Section 92 (2) of the Constitution stipulates that Members of the Cabinet are accountable collectively and individually to Parliament for the exercise of the powers and the performance of their functions.
