Wednesday, 7 June 2017 – Parliament’s constitutional responsibilities of oversight over Executive action and law-making include considering the national budget – a critical tool for ensuring service delivery.

The Appropriation Bill, which comes up for consideration in the all-day plenary sitting of the National Assembly tomorrow, allocates funds to each state entity and was tabled by the Minister of Finance when he delivered the Budget Speech to Parliament in February. Allocations to these entities, proposed in the Appropriation Bill, have been considered individually in a series of mini-plenary sittings of the National Assembly. At its plenary sitting tomorrow, the Assembly will consider the Appropriation Bill and vote on each state entity’s allocation.

Once agreed to by the National Assembly, the Appropriation Bill is sent to the National Council of Provinces for consideration.

The National Assembly will also consider the Border Management Authority Bill at its plenary sitting tomorrow.

The National Council of Provinces is provisionally scheduled to consider the Appropriation Bill on 27 June. By then the National Council of Provinces would have completed its programme of policy debates on individual budget votes. Tomorrow, the Council is scheduled to hold a policy debate on Budget Vote 10: Public Service and Administration - its seventh budget vote policy debate this week.

Thursday’s National Assembly Programme Committee meeting is a regular weekly multiparty forum to update and finalise the programme and agendas for plenary sittings of the Assembly. The National Council of Provinces Programme Committee has the same function and meets on a Wednesday.
