The Presiding Officers of Parliament, the Speaker of the National Assembly (NA), Ms Nosiviwe Mapisa-Nqakula, and the Chairperson of the National Council of Provinces (NCOP), Mr Amos Masondo, will be tabling Parliament’s budget vote simultaneously in both Houses of Parliament.

Parliament’s budget vote is tabled as per the requirements of the Financial Management of Parliament and Provincial Legislatures Act. The Presiding Officers will present the 2023/24 budget based on the overall strategic plan of the seventh Parliament and the annual performance plan.

They will also outline, as part of the accountability process, the key achievements and challenges of the previous financial year. During the period under review, Parliament adapted itself to new ways of working, ensuring effective oversight and accountability, including the increased use of technology to hold virtual and hybrid meetings.

Parliament’s budget vote seeks to outline funding for the year to come on oversight, law-making, public involvement and the international relations programme. It further provides an account of the previous spending of the allocated budget.

Parliament’s budget allocation brings to life Parliament’s oversight role, which protects the public purse. Parliament’s constitutional role is to detect and prevent abuse, prevent illegal and unconstitutional budgetary conduct on the part of government, to ensure that the government’s budgetary operations are transparent, and to ensure that it holds the government answerable on how taxpayers’ money is spent.

Parliament’s budget vote debate will be tabled at 2 pm tomorrow in hybrid plenary sittings of both the NA and the NCOP. The NA’s budget vote will be preceded by two hybrid mini-plenary sessions.
