The State of the Nation Address will be delivered to a Joint Sitting of the National Assembly and National Council of Provinces on 11 February 2016 at 7pm.
As Speaker of the National Assembly, I have established, as mandated by the Speakers’ Forum, an “Independent Advisory Panel on the ‘Acceleration of Change and Transformation’”.
In terms of the Constitution the National Assembly and the National Council of Provinces must establish a joint rules committee to make rules and orders concerning the joint business of the National Assembly and National Council of Provinces.
The Constitution states that the National Assembly may determine and control its internal arrangements, proceedings and procedures; and make rules and orders concerning its business.

South Africa’s democratic system allows citizens to have a say in matters that affect them. A submission is the presentation of views or opinions on a matter, or piece of legislation, under consideration by a committee of Parliament.
A petition is a formal request to Parliament for intervention in a matter. It can take the form of either a request for assistance with a specific issue or for the redress of a grievance.
Tours of Parliament take place from Monday-Friday, 09:00-12:00 on the hour. On Fridays and when Parliament is not in session, tours continue to take place from 14:00-16:00. Tours do not take place during weekends and public holidays. Parliamentary Tours are free.
Tickets for observing debates from the public galleries of both the National Assembly and National Council of Provinces (NCOP) can be obtained, free of charge, from the Public Relations Office.
Parliament is the national legislature (law-making body) of South Africa. As such, one of its major functions is to pass new laws, to amend existing laws, and to repeal or abolish (cancel) old laws. This function is guided by the Constitution of South Africa, which governs and applies to all law and conduct within South Africa.
